I've never really understood why they arrange specific fixtures for this rather than just making it a general rule that you can use unused stubs in an ST book for a match ticket to any league game. Surely it wouldn't cost the club that much in exchanged tickets rather than purchases, and it adds a little more value to those ST holders who can't attend every game...being able to bring a mate for free. If we sold out every week I could understand it. What am I missing?

If you have an unused ticket stub then what you are missing is the match. Simples.
