It's just a gimmick.  It makes no difference to the competition which has always been 2nd to the FA Cup but still quite important.  Ask anyone who was there in 2005, or Bradford fans a few seasons ago..

Thing is, the whole thing has been that farcical so far that it could have very easily been real... which isn't exactly encouraging.
