Harrogate v pontefract

A whatsapp message was doing the rounds earlier today from a pontefract player saying Harrogate were playing the kids against them tonight and they were 5/2 with the bookies.
Pontefract are 3 or 4 leagues below Harrogate, and it's at Harrogate
Pontefract are currently 4-1 up.

Not sure if this breaks any rules/laws

Doesn't this law only apply to level eight clubs and above (so as far down to the Evo-Stik Div1 North which clubs like Goole and Frickley play in)?

If so, Ponty are below that at North East Counties League level so technically, if the above is correct, they can't be punished.
