Emergency loans

What constitutes emergency? As far as I can see there is no justification, just a way round FIFA rules.

What are these exceptional circumstances? Heff to Bristol Rovers, Nouble to West Brom and any number of teams looking at using emergency loans to strengthen their squads.

I could understand a situation where a team has no fit goalkeeper or insufficient numbers to field team but it would appear there is no \"emergency\" in most of these post transfer window loans.

I thought I knew it like you ie the classic goalie shortage crisis.

Not sure if I read it right, but doesn't the loan window open today anyway, and Messers Heffs and Nouble were as good as signed yesterday, but all the paperwork and officialdom would be completed today on loan daym making the actual loan signing today.

If that makes sense, then again, I could be way off the mark.
