What are the rules relating to a possible situation in the group section where 2 teams finish level on points, goal difference and goals scored? How is it decided which team moves on to the next stage?

It's complicated. Basically goes through all the normal goal's scored, goal difference, head-to-head results until they reach red/yellow cards and then UEFA ranking:

1968 Euros semi final I think. Italy beat Russia on coin toss after calling correctly

Look out for the urgent messages coming from the bench(es) in the last few minutes of the final group games telling teams to get opposition players booked, to realise which countries understand the rules!

We can’t finish any lower than 3rd and with 4 points we will qualify in 3rd

Nah, you’d have people just shooting from 50 yards out and the ball just rolling to the keeper just to get a shot in target
I’ve always thought it’s a nonsense stat, chances created is a much better indicator

At the 2018 World Cup Japan and Senegal had matching records and it was decided Japan qualified based on Fair Play record.
