That'd be a break with tradition if nowt else Red. Lord Mandelson was/is a Lord. he's a member of the House of Lords. Leaders of the country don't often come from there nowadays. I do recall Viscount Whitelaw acting as DPM in Maggies' time (and after he shot a bloke on a shooting range too - without prosecution of course) but it's an unsustainable position for anything other than a very short period of time indeed. He'd be unable to report to the House of Commons for a start - and that would rather make the country ungovernable in any constitutional sense.
