I think that is referring to audio commentary, SE Rover

On the "Subscribe" page it says

Next match 23 Feb 2019 13:00 (UK)
Scunthorpe United v Doncaster Rovers
There is not a match pass available for this match.
£10.00
Pricing and availability may vary

It might be that it gets released nearer the time but there's no access (certainly within the UK) at the moment.

iFollow
Which EFL games are on it?
There are eight rounds of midweek games in the 2018/19 season.

Fixtures across the Sky Bet Championship, League One and League Two will be streamed throughout the season - which means any games played outside of blocked hours (ie. not between 2.45pm and 5.15pm on a Saturday) and not being shown live on Sky will be available for fans.

What about Saturday 3pm kick-offs? Surely they’re still sacrosanct?

That remains the case. The hours of 2.45pm to 5.15pm on a Saturday remain a no-go zone for televised broadcasts in the UK and there is no appetite among the authorities for that to change at any time soon – although evidence gleaned elsewhere suggests storm clouds may be gathering. So, for the foreseeable future, your best bets are midweek games and weekend fixtures shown at lunchtime or teatime. As long as it’s not a featured game on one of Sky’s flagship channels, iFollow should have it.
