Dominic Cummings appears to think so:

It might actually improve things in Northern Ireland. It was the actions of the Paras and the Paras alone that turned the Catholic community away from supporting the British Army being in Northern Ireland and left the rest of the British Army facing the shit they did for all the time they were still there.
-
They should never have been used in Northern Ireland, they should have stuck with County Regiments. Their training and ethos of the unit has never had anything to do with turning the other cheek and handling people with kid gloves.

That was the problem. The 'ordinary' troops saw themselves as there to protect the minority Catholic community, and the Catholic community responded well to them because of that. The Paras - because of the IRA - saw ALL Catholics as the 'enemy' and treated the general Catholic community as such and damaged the Catholic/army relationship forever, with disastrous results. Not only for the soldiers posted there in future, but also acting as a fantastic recruiting call for the terrorist organisations.

A more fundamental question should be 'why is an unelected bureaucrat with zero military experience or knowledge making these decisions?'

He is the de facto PM

Of course he is.
The only decision Johnson can make is whether he can keep his cock in his pants when in the presence of a female after half a dozen glasses of wine. And the usual decision is "No I can't".
