That is a very poorly selected example which are oft used in these scenarios.  What you'll get in the payment mechanism is values applied to various elements which the individual tenders will attribute different values.  Thus if you pick an individual item it may well look ridiculous. It's a very strange but true practice that I've seen many times, often adjusted by the client themself to ensure a tender goes through.

Some elements of it worked really well that cannot be denied.As for the political side of it labour favoured it very well and still in some situations do. Outsourcing has huge benefits when applied correctly.

I've been involved in quite a large number of outsourcing exercises and never once has it provided any long term benefits whatsoever.  Short term yes, but long term - never!

I'm ok sidders missus not well , so I have got my apron on and utilising my City and guilds in catering! 👍🏻

Dunno Syd, first I have heard of it, I will have a read and let you know.

If it's Malmesbury School they are a private school. If it's the local school, then it will be Tory governors, proper Cotswolds Tory country is Malmesbury. Wiltshire Council has been Tory forever.

When I read "Nepotism, fraud, waste and cheating" I thought we were talking about the Tory government.
