The FA have notified all clubs left in the FA cup to play their games or they are out with the other club getting a bye to the next round.

I understood it to be if you have 14 players available the game must be played

That 14 players should include youth team players, doesn’t matter what club it is Liverpool-Rovers-Chorley

Hypothetically what would happen should both teams be out due to covid? Unlikely but a possibility.

Assuming that they don't declare they're struck down with covid simultaneously, one will rule themselves out first.
