Left hand side right at the bottom of the page below the twitter feed ignore users is the bottom link

Thanks Filo. It doesn't show on the mobile site which explains why I couldn't find it.

It doesn't completely block them. Just hides whatever comment they've written & gives you the option to uncover.

Better than nothing, I suppose!
