Since the earthquake the EU has mobilised €10 million of humanitarian aid to Syria alone.
President Assad has ‘allowed’ the UN to cross three borders to bring in aid.
Meanwhile his close ally President Putin, despite having air force bases in Syria, has offered no such aid.
Perhaps he is too busy overseeing the deaths of thousands of people both Ukrainian and Russian in his ‘Special Military Operation’ to offer Assad any help.
Or perhaps ‘Humanitarian Aid’ is a phrase that doesn’t ‘compute’ for him.

Aren't the effected communities predominantly in the Turkish "rebel" controlled regions, and the US backed "rebel" region? I doubt Russian anything would be welcome there.

Well certainly the carpet bombing of Aleppo by Putin wasn't particularly welcome. Although I'm sure you'll find some reason why it was NATO's fault...
