Seems to be an annual event with Chansiri seemingly ambivalent about transfer embargoes and points deductions as a result, while he retrieves the funds to pay the bills.

Pretty sure he had to provide EFL with proof of funding for this seasons campaign. Someone got the sums wrong or overspent.
