Unless this is a joke of some kind there is not a state in USA that is two words starting with a P & H see all states here

I was there many years ago and the place was full of Japanese tourists
It was really starnge being on top of the USS Arizona with its oil still leaking steadily from the wreck below and people floating flowers and Lei garlands on the water
It just seemed bizarre that there were so many of the nation that caused that destruction there but I suppose they were seeing some of their own history too and perhaps paying their respects to the dead many of whom are still in the ship below and those who escaped are represented too as they can elect to be placed in the wreck when they die

Interestingly, the only ship to survive PEarl Harbour was subsequently sold to the Argies and renamed...
