Does anyone know if companies that call from a withheld number are obliged to give you the name of the caller, a contact number and the name of the company calling when asked?

I think it is now illegal for companies calling from UK to withhold their number. If it is withheld it is almost certainly coming from abroad so either click answer but don't talk and let them run up their phone bill, or don't bother answering withheld numbers!

It was n't from abroad, but the tosser would n't give me any details, he was ptepared to argue with me though

My tactics exactly ! I am ex directory and TPS registered.

I have just been given Caller Display "free" and so put in the people I know. If I get calls now with withheld number I just don't answer and if the call has a number I use Reverse Number look up or search via Google and if its a bona fide business I can see who it is.

Quite often the calls are from PPI or Debt Collecting Firms or similar and have lots of complaints showing against them. When I id them I put them in my Caller Display and mark them Z Scam 1 Z Scam 2 . Its easy to id them and not answer ever again.

If you're getting them to your mobile you can download the "MrNumber" app which you can set calls and texts to automatically block the numbers or send them to VM.  I'd much prefer they let you forward to another number and then you can forward them to their rivals and let them rack bills up calling each other!
