It's otherwise known as "maintaining the status quo" or "an old boys' club." I bet the founders of the Premier League wished they'd thought of something similar to keep out upstarts like Blackpool and Bournemouth.
Primacy of tenure? That's a handy phrase if ever I heard one! Perfect for the RFU. It can mean whatever they want it to mean can't it? Bristol won't have first choice of dates. They don't own the place. But I imagine they could claim they are the first tenant.. But then, tenure and tenant are very different things. Whatever, it has a hint of being a very convenient phrase for the RFU...BobG
