I've no idea if you can get away without paying, but you're lucky you didn't break the limit in a hire car.We did in Italy a few years ago, when driving to the hospital that my wife's grandfather had been rushed into after collapsing (and subsequently dying). We broke the limit twice at the same spot in two days, once by 11 km/h, once by 15 km/h. After Hertz had applied their "admin fee", it cost us over 400 Euros...
did they actually post it overseas, or do you have a residence in France?
Be wary, I've had camera flashes in France, had a house there, but as my car is registered in the UK, never received a fine demand by post. Perhaps it was a flash and not a picture taken. Look carefully who sent the fine and check the address of the sender to make sure it's official.

Case number/ticket number etc, also had the date I was on the particular motorway, so all legit. If it was a scam I’d be asking for more than €45!Sent from my iPhone using Tapatalk
