IF so this would cause the least able to be unable to use their old bangers in the city centre, that would be right in theroy but in practice it would condemn these individuals to have to use the sub par puplic transport?

Those CAZs will not be excluding ANY private cars.
Go research it yourself. Takes seconds.
According to what we were led to believe in Bradford cars were not to be charged. Just commercial vehicles. My window cleaner says it will cost him a fortune. So your electrician, plumber etc will just have to pass the charges on to the customer.
Not sure the science is on your side here, Nudga;https://www.newscientist.com/article/2314156-health-impacts-of-wood-burning-cost-eu-and-uk-e13-billion-a-year/Many will look to reduce heating costs with burning wood, but poorly maintained stoves and wet wood might cause another set of problems.
I'm feeling a bit put out because I bought a VW diesel which was supposed to be green! Economical with a low Co2 output that was so good the government felt they could offer no road tax to encourage people to buy these vehicles....Then particulates became a bigger issue than Co2 and suddenly diesels are the very devil. So now. I'm just hoping York holds off from banning these for a little while longer.
