No discipline, that's the be all n end all of it. A child touches the fire, got burnt, he'll not do it again, he's learnt a lesson. I worked with the BTP some years ago, even then the little darlings new quite a lot about the laws, "touch me n I'll tell everyone you tried it on" or their favourite one, "lay a hand on me n I'll have you put on pedo list". Needless to say once they were on their own they'd end up crying asking for their mummies.
Unfortunately for them, that's how they've been brought up, the word NO, is never taught. Just like please and thank you, words that seem to be no longer in fashion. Except in grandma and grandads house, where they are used all the time.
