When I was in the army we used to call this Psyops. The British army has always prided itself, wherever they are deployed, of winning what they call the hearts and minds battle. Being compassionate to an extent and empathising with the local people. Bosnia and Kosovo  being good recent examples. We used to publish a newspaper in Bosnia , printed in Cyrillic, telling the locals about all the community projects the army were involved in and informing them where all the minefields were. There is a much more sinister and equally effective side to psyops where disinformation and propaganda is king of course. If you can’t beat them with brains, beat the with bullshit.
