Is William Dalrymple correct?

Is the historian William Dalrymple (third cousin to the Queen) correct when he says this about Sunak & the Tory Party (following a Tory minister appearing on national tv to defend the shooting of a Palestinian Christian woman in a church courtyard by IDF forces):

The UK Tory government has completely lost any moral compass it ever had. How could a sniper shooting Catholic civilians within a church possibly be justified as legitimate self defence against Islamist militants?   

The simple truth is that RishiSunak and his government are racist and Islamophic bigots who regard all Palestinians as subhumans whose lives are utterly expendable. It also true that this is a government run by a bunch of ignorant bankers with zero understanding of history, geography or any politics beyond constituency fund raising.

Self defence has never been the goal. The aim isn't to defeat Hamas militarily, it's to devastate the Palestinians so completely that they lose the stomach to fight. That's why the IDF is targeting churches, mosques, hospitals, schools, and so on. It's why they left premature babies to die and decompose for days in incubators without power, after forcing hospital staff to abandon them at gunpoint. It's why they prevent medicine from reaching Gaza, so doctors have to operate on kids without anaesthetic. It's why they drive tanks and bulldozers over starving and disabled refugees in tents, crushing them to death. None of this serves any militarily significant purpose whatsoever. It's just to create terror.

Killing civilians to create terror... is there a word for that?
