I think we can assume its fine.  There would be no point clearing the pitch otherwise.

Is it normal that if you're expecting snow, not to cover the pitch? Wouldn't that have made it easier to clear this morning?

Snow is a good insulator. If it's above zero it should keep the pitch playable.

Even if the pitch is ok -what about surrounding areas,car parks -entrance road etc. does that come under the police or the club to decide ?

Police. And if there's a whiff of civil law suit due to people slipping over/getting trapped in their cars/general chaos, they'll shut it all down and cancel the game.

Safety at football grounds is the responsibility of the Safety Officer and his team of stewards. Police are only responsible for the areas outside of the stadium footprint, i.e. surrounding roads etc.

Thats' interesting Ben, I know the police are responsible for order and disorder - eg they can state that an event cannot go ahead if they dont believe there are enough police/stewards to manage expected crowds - and road traffic safety - eg if an event going ahead would be bringing extra traffic on roads they deemed dangerous they could stop it - but as to stopping a football match because of the weather - do you have any examples of that please?
