The visits are to start the long integration process into society.  It's been a long time since we just locked the mentally ill away like prisoners and keeping them isolated only makes things worse in the long run.  The problem with units like this is the staffing and making sure that the funding is in place to attract the right people making the assessments on the patients.  They only get day-release/town-visits/etc when they're deemed fit enough to do this and incidents like the one you've highlighted show a breakdown in the evaluation process.  The "escort" isn't the same as a prison guard and is usually a member of staff that the patient trusts.  I know someone who did this and they were a slip of a girl so they're certainly not there as a physical deterent.

I've always found it a bit odd why they haven't expanded or re-purposed the borstal out at Hatfield.  There's plenty of space, it's not in the middle of the village (in fact it's almost halfway to Thorne) and has a bus route on it.

I think it was converted from Young offenders to an open prison a few years back.

Oh, it can also be used as prison, young offenders institution, detention centre, custody centre, short term holding centre, secure hospital or secure local authority accommodation. Ya get the picture? Who's to say that some people from cheswold park won't be residing in the new block?
