Seconded.

Could have happened anywhere to be fair. A solo (or small group of) fundamentalist with access to a gun can't easily be stopped by any police or government.  The Tunisian hotel workers who formed a human barrier are heroes of the highest order. Risked their lives to protect hotel guests. The gun could have easily been turned on them.
