Four four two predictions

Just reading through my son's copy of the mag & in their season preview they've got Rovers down to finish 23rd.
I'm assuming these predictions were done before all transfer activity was done, but do they really think Rovers are THAT bad ?
I don't think even our most pessimistic fan would think that would they ?
