A solution might be for the lino to not interfere with placement, and if they judge it to be out of the quadrant then to message the ref who blows and a goal kick is awarded. On the other side a camera can be aimed at the quadrant and observed by the VAR official who can notify the ref in the same way.

If only the lino's knew the rules - they don't apply the rule for ball going out over the touchline. Likewise, the whole ball has to be over the line as viewed from above but they always judge it on where the base of the ball is.
