the inqury should be asking why government ministers entertained the enquiries if they were inappropriate.

They have been given a "soft Penalty " and will probably hang him out to dry to demonstrate how "tough on cronyism / procedures / lobbying / corruption " they are

Wouldnt be at all surprised - Politics eh ?
