Football could learn a great deal from the way Rugby polices these issues.Only the captain allowed to converse with the ref about anything, anyone else gets booked. If a player goes down injured the medical team come on and just deal with it, the game does not need to stop unless its obviously serious. If a player infringes in a way that is not adequately dealt with by a yellow then they are sin binned for 10 mins,And lastly, take the time keeping duties off the on field official, let him indicate to a timekeeper when the match starts and stops, to cut out slow play and slow substitutions. the timekeeper can keep playing until a proper 30mins has been played excluding all stoppages. If they chllange the refs decision then mach them back 10 mts,
I don’t think any of them are that bad, the feigning injury one is difficult to determine but overall not bad and would contribute to more time the ball would be in play
