Now correct me if I'm wrong here, but assuming 'blanket' means without any exceptions, isn't there now a 20 mph blanket limit in Wales on all previous 30 mph roads?

Err. Yes, all the roads that have had the speed limit restricted have had the speed limit restricted.Are you REALLY going to carry on with this?
