At the end of the 2019-20 season he was demoted from the National List of Referees, which then handled the top four divisions in English Football (PL & EFL). Since then he's been doing National League games, and like several other officials, he has benefited from the National List of Referees being expanded to cover the fifth tier (ie National League).

So he may not exactly have been promoted on merit. From what I recall of him, he struggled to control games and made up for it by flourishing cards. This season from eight matches he's issued 40 yellows and two reds.

If he can't handle a relatively low-key game like this one without issuing lots of cards, I suggest he's not up to officiating at this level.

I think the Ref was crap and West Stand Lino barely got anything right.

One for turning up and YES you could see just why he was demoted to Conference. Pity they let him back
