Great news, I find it odd that this coincides with the elite training centre being built on bawtry road.

My reading is that Doncaster City have just had their application approved (i.e. their file is complete), not planning approval.
Their application was validated (not approved) on 18th February, so any coincidence is them communicating the same time as Rovers.
