Sure could.  If they arent having a reserve team it either means 1) more ad-hoc friendlies, which as we've seen dont necessarily give the kind of workout a player needs to push for a 1st team place, or 2) loan out to properly run, improving year-on-year clubs, who like to play football the right way, and who's fans and chairman are utterly, utterly fantastic.
