3 minute corners

It seems that a corner can take three minutes from being awarded to the actual kick because of all of the jostling and wrestling involved and the referees trying to watch what's going on in front of them and also behind them. 
Many times the attacking players get cautioned and a free kick awarded to the defending team when both teams are guilty.
I think that it would be good for the game if the refs started to award a penalty to the attacking team to halt all of the jostling etc..there would be plenty of penalties awarded during a game but the jostling would eventually stop and we could get back to watching a proper game of football.
Also it wouldn't take up a lot of hours of plotting on the training ground maybe.
