I went there for my 60th and right enjoyed it.
It's not too cheap but there are reasonbly priced places to
eat if you look around.

Paris is most definitely not affordable, when i last went in November you were lucky to get a pint for less than 7 euros (about 6 quid!) and other stuff isn't particularly cheap either.
My personal favourite city for a quick weekend away is Madrid. Less than a 2 hour flight from Luton and always really cheap, we've just been for my birthday and return flights costs us £112 for 2 of us going Friday - Monday. You can pay what you like for a hotel but in the past I've stayed at a 4 star one near the centre for £50 a night.
Food and drink relatively cheap for a capital city, a beer ranges from 2-4 euros depending where you go, and in most bars they give you free tapas while you drink. Loads to do there, some nice museums if you like that sort of thing, a huge park, and some good football if you can drag your missus to a game!

Paris is shite. That is about as much as I have to offer on the matter. I don't tend to venture to Europe and I am pretty sure that Rio is a bit too far away for a long weekend.

Madrid is fantastic, even managed to get the wife to do the Real Madrid tour, which she enjoyed, as we had done so much culture and walked everywhere.
Depending on your tastes Madrid is one the few 24 hour cities to go drinking without going to nightclubs. Plaza Santa Anna and the surrounding areas are full of "grown up" bars well into the small hours.
Paris is good too, but more expensive for accommodation and eating/drinking.
You can walk most places as well if you have plenty of time.

Personally, I love Barcelona. Maybe not the cheapest of cities, but loads to see and do - I would go back tomorrow if I could, it's that good.
