The Queen HAS to agree to requests from the PM. It's how our Constitution works.But.That's based on the Premise that the PM has the confidence of Parliament when he advises the Queen. THAT is the constitutional outrage here. He's doing this precisely to stop Parliament showing that it doesn't support him.
