They put legislation in to stop container ships emitting Sulphur Dioxide. A compound which reflects sunlight and therefore has a cooling effect. Hence why large VEI6/7 volcanic eruptions such as Tambora and Krakatoa caused cooling for a few years.

Nothing to do with the billions of tons of volcanic ash they spewed into the Atmosphere?

No it's the sulphur dioxide effect. Same happened with less explosive eruptions, eg the worldwide effects of the Laki eruptions at the end of the 18th century in Iceland. Huge amount of deaths, starvation,  and arguably the trigger for such things as the French Revolution.
