Probably explains why the Tories have been cutting councils budgets to the bare bones for 14 years.

Wonder if more of the same from Labour?

For what it's worth ...

For years I thought Councils should be able to grant mortgages especially on say x-council flats - they do after all know the properties

they do grant through the right to buy?

There are associated maintenance costs they have to contribute to however in regards to the overall buildings.
